Chapter One: Introduction
1.1 Background of the Study
Gender representation in local government administration is a critical factor in promoting inclusive governance and ensuring that the needs of all members of society are addressed. In Maiduguri Metropolitan Council (MMC), Borno State, gender representation remains a challenge, with women underrepresented in key political and administrative positions. This imbalance affects the formulation of policies and the provision of services that meet the specific needs of women and other marginalized groups (Khalid & Tukur, 2023). The study aims to evaluate the extent of gender representation in MMC and explore the barriers and opportunities for increasing women's participation in local government administration.
1.2 Statement of the Problem
Despite efforts to promote gender equality, women remain significantly underrepresented in local government administration in Maiduguri. This lack of representation impacts the design and implementation of policies that could address the needs of women and girls, particularly in the areas of education, healthcare, and economic empowerment. This study seeks to examine the factors contributing to this gender disparity and explore strategies for improving gender representation in local governance.

The study will focus on Maiduguri Metropolitan Council in Borno State and will examine gender representation in local government administration. Limitations include potential biases in responses from male and female government officials and challenges in accessing data on gender-specific policies.
